Management of the Labour Standards and Poverty Reduction Forum

In 2004 DFID published its Labour Standards and Poverty Reduction paper which sets out the social and economic case for the role of labour standards in poverty reduction and the achievement of the Millennium Development Goals. In developing its paper DFID undertook a wide ranging consultation which was very effective in helping to shape the final paper and DFID agreed to put in place provisions to strengthen dialogue with key partners in the area of labour standards and poverty reduction in order to identify action that DFID might take to simulate progress. One of the ways in which DFID has taken this forward is to establish a twice yearly Labour Standards and Poverty Reduction Forum. The role of the consultant was to develop, plan and manage a series of four meetings over a two year period. The aim was to have highly regarded and well organised twice yearly meetings which bring together representatives of stakeholder groups, including trade unions, business, NGOs, academics, other Government Departments and international organisations
Management and Delivery of Training Courses on Decentralisation, PSR and MIRAC

In 2005 DFID’s Governance group commissioned the development of training courses for the governance and conflict advisers. The subject areas covered were decentralisation, public service reform (PSR) and managing institutional reform and change (MIRAC). The aim of the courses were to enable participants to familiarise themselves with current thinking on key issues on the subject, to update themselves on recent experience and to exchange experience with colleagues. The objective was to successfully manage and deliver the training courses, ensure they meet advisers’ training needs and satisfy demand; evaluate participants’ feedback and make recommendations. The services included planning, programme and strategy design, identifying venues, recruitment of appropriate professional expertise, training oversight, delivering and implementing the pilot courses and monitoring
Governance, Social Development and Conflict Retreats 2006

Series of retreats for DFID Social Development Advisers. Consultants tasks included (1) arranging contracts for facilitators and key external speakers (2) providing annotated bibliographies on the main theme of each retreat (3) collating retreat information pack and (4) Provide a Rapporteur to be present throughout each retreat and submit a retreat report within two weeks of the close of each retreat
UK Study Tour on Public Sector Reform for Kenyan Minister

The objective of this visit to the United Kingdom Cabinet Office and School of Government was to benchmark against the UK structure of the cabinet office with a view to gathering lessons on how to review and rationalize the functions and the structure of the cabinet office in the Kenya government in order to enable it to facilitate the presidency to deliver the key priorities of Government, and, School of Governments ‘Transformational Leadership Programme’ in order to identify areas in which can build synergies, identify opportunities for provision of technical expertise, twinning, coaching and or mentoring with the PSR&D secretariats ‘Transformative Leadership Programme’.
The outcome of this assignment was a greater understanding and identification of possible technical expertise that may be needed in assisting the secretariat to –review the functions and structure of the cabinet; Deepen ministerial rationalization of the cabinet functions and structure of the cabinet office; Define clearer and well articulated roles and responsibilities of Cabinet Ministers, Assistant Ministers Permanent Secretaries, Heads of State Corporations Regional Authorities, Town Clerks, Judiciary, Parliament; Effectively coordinate and organize support by the cabinet office to the presidency; Effectively implement the ‘Transformative Leadership Programme’; incorporate various levels of leadership in the Transformative Leadership Programme and leverage and maximize on the Programme to integrate a Change Management Culture in mainstreaming the adoption and implementation of Results Based Management (RBM) in the delivery of ‘Results to Kenyans’
Design and Implementation of a Human Rights and Development Training Course for DFID Staff

Respect for human rights is one of the three commitments underpinning DFID’s development partnerships. Consultants were contracted to design and deliver two pilot courses over the period of one year for DFID staff on human rights and development. Consultants introduced participants to key concepts of rights and human rights and the course also provided knowledge and practical understanding of good practice among development organisations in integrating human rights into policy and programmes as well as DFID policy and experience with integrating human rights into development
