Uganda Country Governance Analysis

White Paper 3 committed DFID to conduct a Quality of Governance Assessment (called a Country Governance Analysis (CGA) in country). Uganda planned to produce a CGA by early March 2007. DFID Uganda contracted an experienced governance researcher to conduct a two week desk study to deliver the core governance data required to inform the analysis. The objective of the research was to identify (where necessary), locate, extract and summarise the data specified in the ToR’s and conduct desk based research and summarise the findings as a basis for objective analysis of the governance situation and trends in Uganda White Paper 3 committed DFID to conduct a Quality of Governance Assessment (called a Country Governance Analysis (CGA) in country). Rwanda Governance Assessment

White Paper 3 committed DFID to conduct a Quality of Governance Assessment (called a Country Governance Analysis (CGA) in country). Rwanda planned to produce a Joint Governance Assessment (between Government and Development partners) by end November 2007. DFID Rwanda contracted an experienced governance researcher to conduct a desk study to deliver governance data, in line with the DFID CGA requirements, to inform the JGA analysis. The completed JGA will be used as the Rwanda CGA and will be an input to the DFID Rwanda Country Assistance Plan [CAP] to be developed early next year.


Ethiopia Country Governance Analysis: Core Data Collection and Drafting

DFID Ethiopia needed an experienced researcher to conduct a two week desk study to deliver the core data required to inform country governance analysis. The Consultant was required to locate core Ethiopian related data and summarise, giving opinions on quality of data/sources, while identifying any weaknesses and/or omissions. The aim was to deliver an objective but balanced view of the significant shifts and trends in governance over a representative period.


Governance Expert for the Defence Expenditure and Procurement in Africa

The 2006 Development White Paper stated that the UK would build on the experience of the Extractive Industries Transparency Initiative (EITI) to help developing countries improve transparency and value for money in public procurement. The white paper stated that DFID would develop international proposals to increase scrutiny of public spending in the defence sectors to promote transparency and to help fight corruption. DFID is now looking to determine the developmental impact of corruption in defence sector procurement in low-income countries. In particular DFID is looking to get an overview of how corruption in defence expenditure and procurement feeds off and impacts on governance in the military, in security sector more generally, and on the broader areas of government. The question being tested is “does defence procurement corruption have a multiplier / knock on effect that promotes fragility, corruption and ineffectiveness in the wider workings of government?” The Consultant prepared a paper summarising the existing literature on the relationship between defence expenditure, procurement, and governance. The paper sought to answer questions about the impact of corruption on these relationship and whether the nature of these relationships vary according to other factors in the country, for example level of income, level of defence expenditure in neighbours, on-going conflict, level of multi-party politics


Civil Service Reform Interim support

The Ethiopian Civil Service Reform Programme (CSRP) is a central pillar of the National capacity building programme and in particular the Public Sector Capacity Building Programme (PSCAP), which is being jointly funded by donors including DFID. The Government of Ethiopia wishes to base its civil service reform programme on UK experience, and draw specifically on UK expertise in developing and implementing its strategy. The programme of collaboration on civil service reform will help the Ministry of Capacity Building to improve the strategic leadership, change management competencies and coordination of well-sequenced reform initiatives. The purpose of the consultancy was to manage the development and administration of a programme of collaboration between the UK Government and the Government of Ethiopia on civil service reform. Consultants (1) worked with the Ministry of Capacity Building to identify, prioritise and develop a logical framework (2) provided support in establishing a partnership programme or twinning relationships between departments/units of the UK civil service and their counterparts in the Ethiopian government. Also to provide advisory support for effective implementation of the civil service reform and issues that emerges from twinning relationships. (3) facilitated the development of a framework agreement with each HMG partners to ensure that their contribution responds to country-led demand- and maximise benefit to the recipient government department (4) managed and monitoring the delivery of the programme, including coordination of the various inputs of UK Government Departments provided through the institutional links and twinning. Project implemented through a two-phased approach over a five year period. The first phase began with the deployment focus on the development of twinning relationship with selected UK departments and strategic support to core areas of the civil service reform. The second phase primarily built on phase one of DFID support and involved the development of a comprehensive and high-level collaboration programme with a range of UK government department in support of a demand-led civil service reform and capacity building programme in Ethiopia.


Call-Down for SDD Support to Head of Profession

Contract with DFID to provide up to 100 days of support to the Social Development Head of Profession (SD HoP) on Continuing Professional Development (CPD). The purpose of this consultancy was to provide the SD HoP with flexible and timely support across a range of professional development issues affecting the SDA group. This included drafting of a Social Development technical guide, inSight support, mentoring support, recruitment support, SDA induction, CPD baseline and update and management support.


Call-Down Contract with DFID’s Exclusion, Rights and Justice Team

The objective of the consultancy was to provide technical expertise and support to the ERJ team on social exclusion, gender and aid modalities. Support and expertise was provided on (1) an ad-hoc basis in response to requests (2) specific pieces of work and deliverables such as desk review on human rights and exclusion indicators.


ICT Expert Ministry of Finance Georgia

The implementation of Information and Communication Technology (ICT) solutions for the Public Sector Financial Management Reform Support Project (PSFMRSP) included the establishment of a countrywide network for the Public Financial Management System (PFMS) and the supply and installation of large scale ICT solutions. The purpose of the consultancy was to assist the Ministry of Finance (MoF) in (1)developing the network solutions for the connectivity of central, subordinated and territorial offices (2) designing a countrywide network infrastructure and (3) planning the activities for enhancing qualifications of the staff. The consultant was responsible for (1) analyzing the existing LAN/WAN infrastructure of the Ministry of Finance (2) preparing a proposal for the optimization / reorganization of MoF central network infrastructure (3) assisting the MoF in designing a countrywide network infrastructure for the PFMS (4) preparing training plan for IT staff.


Scoping visit to assess options for providing short-term TA to strengthen MONASRI’s capacity to conduct an investigation into alleged corruption surrounding WB-financed projects

The Ministry of National Assembly and Senate Relations and Inspection (MONASRI) was appointed to undertake an investigation into allegations of corruption arising from the analysis of the World Bank’s Department of Institutional Integrity (INT). The Ministry requested training in the areas of accounting, procurement, investigation and engineering. Consultants assessed MONASRI’s capacity to perform the assigned task and to propose appropriate measures to assist MONASRI in this undertaking. Consultants also provided basic training to MONASRI staff introducing procurement audit techniques.


Support to Anti-Narcotics Strategy in Afghanistan

The aim of this consultancy was to promote the development of strong and effective Counter Narcotics (CN) institutions in Kabul and at regional/provincial level, to allow the Government of Afghanistan (GoA) to implement its newly-agreed National Drug Control Strategy. Consultant required to (1) lead in the delivery and coordination of CN capacity building of Central Government of Afghanistan (2) work closely with DFID and other stakeholders to develop and maintain the strategic direction of the project (3) provide support to the GoA’s work to implement the National Drug Control Strategy (4) advise the Ministry of Counter Narcotics on a range of CN issues.


Support on Governance Issues to European Commission Delegation in Angola

The EC Delegation in Angola is preparing the programming for the new Country Strategy Paper (CSP) 2008-2012. This will follow the 9th European Development Fund (EDF) which has been in implementation since 2003. The current CSP has Governance as a key cross-cutting theme, with sectors such as education, health and food security being focal sectors. Consultants were required to (1) Assist the EC and Member States to better understand the state of governance in Angola taking into account political dynamics and incentives (2) help define realistic programmes to improve governance in Angola in the timeframe of the EC’s next CSP by increasing the ability to influence the process of institutional and organisational change (3) analyse the current situation of key governance areas in Angola (4) identify crucial needs in order to improve governance in Angola and realistically assess the risk of implementing interventions in those areas (5) advise the EC Delegation on how to mainstream governance issues in sectoral programmes in order to increase participation and institutional accountability in public service delivery.
