Civil Society Policy and Practice in Donor Agencies

This paper provides a brief overview of civil society policy and practice amongst a variety of multilateral and bilateral donors. Recent developments in the overseas development assistance landscape have important implications for how donors approach civil society policy and practice. The paper begins by sketching out some background factors such as the push for donor harmonisation and alignment, and gives a basic overview of findings, with reference to key policy documents and additional information gathered from telephone interviews. The paper then identifies emerging developments across the various donors’ approaches to civil society and examines some of the issues arising from these new developments.
